Federal is the debut solo album by E-40, released independently on his Sick Wid It label on November 10, 1992, and reissued by Jive in 1995.
The story
Sold out of cars and local shops, it reached No. 80 on the R&B chart with no major label behind it. Spin later called it a “historic, self-released debut [that] invented a hustle, a sound, a new rap language.” The Jive reissue dropped three tracks.
Sound and production
Studio Ton produced, with slow, bass-heavy funk behind tracks like “Federal,” “Rat Heads,” “Outsmart the Po Po’s” with B-Legit and “Carlos Rossi.”
Legacy
It is the blueprint for E-40’s independent career and for Vallejo’s place in Bay Area rap.
